Prosecutors do not "exonerate" and "not guilty" does not mean "innocent" ... it only means that in the prosecutors judgment there was not enough evidence to get a unanimous conviction from a jury. The U.S. Senate, sitting as the jury in an impeachment trial of Trump, has already indicated it will nullify the possible charges and a conviction --- EXACTLY as the jury did in the O.J. Simpson trial.
